The Purpose of Consultancy 

The primary objective of this consultancy is to hire a Monitoring Consultant to provide independent monitoring and quality assurance to support the effective and efficient implementation of the Accelerated Plan (2025-2027) for the National Strategy for Population and Development.  The Accelerated Plan is developed by the National Population Council (NPC). The consultant will assess quality of progress to achieve the targets, identify challenges, and provide recommendations to ensure the plan's successful achievement of its goals. 

You will work closely with UNFPA Population and Development Programme Analyst and the NPC Rapporteur. 

 Scope of Work 

Egypt is committed to achieving progress in human development and economic growth, aligned with the goals of Egypt's Vision 2030. The National Strategy for Population and Development (2023-2030) addresses the population issue through key strategic pillars: 1) ensuring reproductive rights, 2) investing in human capital, 3) education, 4) communication for development, 5) women’s empowerment with both population governance and population and environment as cross-cutting themes.  An accelerated plan has been developed by NPC to expedite the achievement of the National Strategy's objectives, focusing on improving population characteristics, addressing the unmet need for family planning and unwanted pregnancy, as well reaching a total fertility rate to 2.1 births per woman and lowering the population density by the end of 2027. This accelerated plan emphasizes targeted interventions in "73 red areas" with low population index scores according to the available 29 composite indicators.  

In full coordination with the NPC head office/branches as well as with UNFPA country office, the Monitoring Consultant will be responsible for the following:

Monitoring Progress: 

  • Review progress reports of the red zones, monitoring plan, and other relevant documents to assess progress against planned targets and suggest updates 
  • Enhance the monitoring framework to track the progress of the Accelerated Plan's outputs through including additional indicators at the output level with complete meta data to inform progress towards objectives of the Plan.
  • Conduct regular site visits to "red zones" to monitor implementation and gather data through observation and meetings.
  • Advise on the utilization of resources and expenditures related to the plan's implementation.
  • Assess the quality progress of interventions delivered based on the listed 23 projects under each pillar of the Accelerated Plan through coordination with the working teams.
  • Identify bottlenecks and challenges affecting the quality of implementation.

Quality Assurance: 

  • Assess the quality progress of interventions delivered based on the listed 23 projects under each pillar of the Accelerated Plan through coordination with the working teams.
  • Identify bottlenecks and challenges affecting the quality of implementation.
  • Provide recommendations for quality improvement and corrective actions.
  • Provide inputs to enhance the existing monitoring framework of the accelerated Plan 

Data Analysis and Reporting: 

  • Analyse quantitative and qualitative data to assess the plan's impact on key indicators. 
  • Prepare monthly monitoring reports, including progress against targets, challenges encountered, and recommendations for improvement. 
  • Contribute to the preparation of consolidated reports for stakeholders.

Capacity building and Governance

  • Support the monitoring capacities of the working teams including NPC branches at the local level and provide on the job training
  • Assess the distribution of work among the working teams and propose practical ways for integration and enhancement
  • Participate in coordination meetings and provide monitoring inputs at the central and local levels.  Provide observations on the coordination and monitoring mechanisms at the local level. 
  • Provide input regarding progress towards decentralized multi-sectoral approach within the red zones
     

Duration and Worknig Schedule : 

Four months - including one Field visit / week to red zones - to be coordinated with the NPC 

Expected Deliverables: 

The Monitoring Consultant will deliver the following:

  • Monitoring Framework and Tools: An inception report detailing the monitoring framework, methodology, and tools to be used.
  • Monthly travel plan
  • Weekly update of progress of tasks including field visits trip report
  • Quality assurance checklists for monitoring teams
  • Participation in coordination meetings and provision of monitoring inputs. 
  • Presentations on progress as required

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

  • Regular Monitoring Reports: Weekly monitoring reports detailing progress against planned activities, key findings, challenges, and recommendations.
  • Final Report: A final report at the end of the consultancy period, providing a comprehensive assessment of the Accelerated Plan's implementation, achievements, lessons learned, and recommendations for future implementation.

Qualifications and Experience: 

The Monitoring Consultant should possess the following qualifications and experience:

  • Advanced degree in public health, development studies, demography, social sciences, or a related field.
  • Minimum of 7 years of experience in monitoring and evaluating development programs, preferably in the field of population and development.
  • Strong understanding of quantitative and qualitative monitoring and evaluation methodologies.
  • Expertise in developing, implementing, and ensuring compliance with governance frameworks and best practices
  • Excellent analytical, report writing, and communication skills.
  • Prior work with Government institutions and UN Agencies is an asset.
  • Familiarity with the National Strategy for Population and Development is an asset.
  • Fluency in English and Arabic is required.
